May need to revisit the PDF designs, wait for ADSP to contact
@Ambrose Yau and the E-committees service needs to view a pdf within their service.
Currently, there are many potential solutions available for viewing a PDF with a variety of features and considerations including:
commenting system
watermark
cost (eg. licensing fees or cost per view)
pdf editing

The e-commitees technical team did research into what is the best solution for them currently, and have currently landed on kendo ui.
Questions
Is there a recommended and/or internal solution for teams for viewing PDFs?
How are other teams handling this?
Does ADSP have a solution or recommendation?
What is the intended experience?
