Enhance our design library documentation with best practices regarding navigational patterns, page structure and how to best communicate and test these with your development teams

Additional context

Page should be located in "Get Started" section, see design for more detail for implementation

Hi @asikinack I did a small update to this section of content. The contacts for getting testing with persons with disabilities has changed.
