Steps (from https://wordpress.org/plugins/about/):

• [ ] Sign up.
• [ ] Within some vaguely defined amount of time, your plugin will be manually reviewed. You may be emailed and asked to provide more information.
• [ ] Once approved, you’ll then have access to a Subversion Repository where you’ll store your plugin.
• [ ] Once you put your plugin (and a readme file!) in that repository, it will shortly be automatically entered into the plugins browser.

Potential sticking point, although we're being pretty upfront about it, so hopefully this won't be a problem (from https://wordpress.org/plugins/about/faq/):

Are there specific things you're looking for that I should avoid?

• Phoning home This is bigger than just not tracking users, but also not including files that send any data back to your servers (like iframes) unless that is a requirement for how your plugin works. Even then, we may ask about it.
