Uptime tracking #22

2 questions:

  1. Do we want to track the uptime over time? If so, how much data do we want to store?
  2. Do we want to send emails/text msgs to people when the site goes down? This might also tie into SSL/domain watching #17

Both items are probably outside the scope of the original estimates.
