The SSL labs tester (https://www.ssllabs.com/ssltest/) and api (https://github.com/ssllabs/ssllabs-scan/blob/stable/ssllabs-api-docs.md) grade SSL installations based on vulnerabilities (POODLE, RC4). It might be valuable to add this to the ssl tester.
I noticed that https://pulse.cio.gov/https/agencies/ are including this.
