Purpose of this issue is to discuss strategy for separating code from data. In most applications, this separation is binary, e.g., "code" vs "data". However, GovReady-Q is more complex because _some_of the "data" is a template for other "data" creating more of a "code (govready-q)" vs "data (compliance apps)" vs "data (answers, customized compliance apps)" scenario.
Perhaps one solution is to support "overrides" for specific YAML elements of compliance apps such as templates or additions and subtractions to arrays.
