Adding a dictionary of minimum values required for the component page template. #1723

This pull requests adds a dictionary which includes the minimum data required for the component page data keyed by the component ID. This makes for simplified and more coordinated representation of the controls on a given component page.

@Tom-Camp, I've changed the target branch to develop. Mergers go into develop rather than main. Can you:

  1. Update your main and develop (I did a release of 0.9.11)
  2. Synchronize feature/page_data with develop (now 0.9.12-dev as indicated in CHANGELOG.md and VERSION.)
  3. Update the CHANGELOG.md to have description of change, probably under a Developer changes section.
  4. Update this PR.
