Update dev_env Dockerfile to use chromium-browser instead of google chrome #1730

Description

Currently, arm64 machines are not able to run Govread-Q Compliance Server due to the fact the local Dockerfile uses Google Chrome Stable which does not support the arm64 machines.

Fixes #1729
