To verify if it's a 6.60 PRO-B9 problem i think you should try to charge the
betteries on OFW.
If the battery will not charge on OFW - it's most likely a hardware problem.
On the other hand - if the battery will charge on OFW, but wont charge on CFW -
then it's a CFW issue.
Thi is the only advice I can provide you with. If you need something else -
you'll have to wait for someone more competent than me.

OFW charges from USB only in USB transfer mode. Charging without transfer is
exclusive for CFWs I suppose.
Perhaps examining 6.60LME is an option

Is there anyway to access the files on a battery? also does installing CFW
wright anything to the battery that's inserted when you install it?

Yes, there is some Kernel Code that allows you to read/write the battery's
serial number from the EEPROM. That's just about all that's saved in the
Battery, AFAIK

Does USB charging work? (plug USB cable to PC or iPod 3 pin plug while the PSP
is on). If it does, then the charger's the problem.
If it doesn't, either poor connection with USB cable on both ends OR battery
problem.
Also try turning off all plugins.

It may happens that battery is more used than charged (usb charge is very slow)
