Grant signature authority to certifier and device #4

There needs to be a know your customer (KYC) process which grants the signature authority to an individual in order for them to sign certificates. This may be part of the blockchain component.

How is this handled currently, in like an Assessor's Office? Is there a public ceremony or certification?

Would the KYC apply to the public staffer who's issuing certificates? And/or would the KYC apply to people signing documents? What considerations are necessary for the digital signatures to be meaningful?
