List halls in alphabetical order in the create review page

Currently, the halls are in the order that they are added to the db which is mostly alphabetical with a few halls out of order, this can make it hard to find some halls as they are in unexpected places. The experience for the user would be improved by ordering alphabetically as this follows standard practice.
