Requirements based on course numbering #128

We are also going to need a requirement type for course numbers, to be able to distinguish between upper div, lower div, grad courses, etc., as discussed in #114. The current system of just tagging upper division courses is not going to be tenable.

Should I close this? I think a general logicRequirement would be better here, but also that involves more storing-code-in-database stuff.
