add what hopefully is a working actions workflow

Description:

It bothers me that we keep redeploying 0.4.0, so this PR adds a new action that (hopefully) will increment the minor version number every time we push to master (merge a PR). There's no way to detect merging a PR specifically, but this should be good enough. I also set the version number to 1.0.0 because Blossom has been stable for a while and that's worth celebrating :tada:
