Description:

Create a packaging system for Buttercup, as discussed in Slack. This adds:

formal entrypoints
mild cleanup for flake8 due to version weirdness
a new workflow that should create a new release on push to master
moves test directory inside buttercup so that we can bundle the tests with the application
small fixes for tests (also disables one broken test)

Important: this does not affect the normal usage / deployment and can be merged without affecting the current system.
