Reduce speed item efficacy #8

Since you move faster the projectiles rarely hurt you, to balance it increase enemies projectile accuracy and increase enemy projectile speed.

I was thinking about this some more and I think it would be better if I nerf the speed items. So you can start faster but your speed will level out to be the same as vanilla by midgame. The speed items are currently a problem anyway because if you get like 5 red whips you can't even control your movement lol
