Motors arm in Stability mode and spin but no throttle response above minimum rpm #971

What steps will reproduce the problem?
1.arm motors
2.increase throttle
3.no take off

What is the expected output? What do you see instead?
Cannot take off as increase in throttle is not possible.

What version of the product are you using? On what operating system?
Mission Planner 1.3.5

Please provide any additional information below.
