THR_Max does not work. #52

Going to change the values ​​of THR_Max and THR_Min in APM planner , do not 
get any results.
Example: I put THR_Max = 500, I expect to have half engine power , instead I 
have full power.

I would limit the engines 'power   because the  current peak
is not compatible with my batteries.
