Port the say system and console improvements from trem 1.3

Include the improvements to the chat colors.

@TheDushan says this is already implemented in SP. Someone check plz. He said:

[ console improvements:] there are already tabs in the console system, whole in-game console is separated in tabs. ["say" command also exists] leftover from Wolfenstein Enemy Territory days
