Change Marauder regen value for vanilla #174

From Chocolate value (4.5) to 4.0. Closes #98

@dGr8LookinSparky Is that right? The issue says that the final result should be 4.0, and the original expression represnts the value 4.5, as 150000 * 0.03 == 4.5. 150000 * 0.04 == 6.0, however.

Never mind, I understand; Changing the health for the regen has other implications.
