Implement personal spawn rates to replace buildable spawn rates. #200

Upon a player spawning, they would have a fixed length personal respawn timer start. Once that timer ends, the can respawn instantly if they are about to spawn. This would be available as an alternative cvar option to the current spawn queues, and address annoying negative effect of feeding.
