Actions in black bar should be the same as optional actions #560

Have a drop down in the "Actions" tab should be the same as the Optional Actions on the Application View page.

Would need to have another page for the user to select the specific filing that they would like the global action to affect. Checkboxes, the users can select multiple, for example add attorneys to multiple filings.
