View Office Action link opens the puppies page #573

When clicking on the office action link, we receive the puppies page. There should be at least a mocked up OA page we can link to. OfficeActionPuppies

sorry. this needs to be redesigned. this link isn't really suppose to do anything. we should disable it. we are currently on the office action page. so a link to itself on the page is not necessary.

The link should open the actual office action the customer received from USPTO. Since we can't really implement that, we would just need to add a static page with a mocked up office action.
