The f3d format is just a zip that contains, among the rest, tsm files in folder TSplines.BlobParts.
As opposed to Rhino, this tsm format misses meta (0m) information, so it cannot be imported by the various tsm2* executables.
Of course, it is represented just fine in Fusion 360.
The included 3D model was generated with Fusion 360 (free for personal use).
