Description

Made changes to the citeseer dataset using the already updated CORA dataset as reference

citeseer.ipynb: Replace old methods with the updated function
.json: Generated automatically.

First step of https://github.com/Graph-Learning-Benchmarks/gli/issues/437. Updating other datasets is in progress.
