chore: Adjusts format CI to use docker #116

This was done because the swiftformat action was unable to run in lint mode, so contributors didn't know what formatting must be fixed.

It looks like the swiftformat CI stage was broken for a while, but still reported as passing (see https://github.com/GraphQLSwift/Graphiti/pull/105/checks#step:4:437). I think these are formatting violations that crept in during that time period.
