Vanadium targetsdk drops back to 34 #628

Targetsdk for Vanadium Browser, Webview and Config was increased to 35 in version 126.0.6478.122.3 to support Android 15. Not sure on which newer version it was lowered to 34 and whether it is intended.

Upstream bumped down the target sdk to Android 14, but it's still compiled against Android 15 SDK, because of upstream notification issues in Android 15.
