The default could be for Airplane mode to be on, but there would need to be an option in the SetupWizard for people to disable that, otherwise people would just think their phone doesn't work.
If a new SetupWizard is developed, and an airplane mode toggle is added as part of that, I think it would be nice for GrapheneOS to default to having airplane mode enabled by default.
This feature is blocked on a new SetupWizard. People will be confused / can't turn it off until post-setup if this isn't accounted for in SetupWizard.

i strongly support the idea of having plane mode enabled by default (and would love one to enforce it at all times but that's another discussion)
I've installed dozens and dozens of phones for activists in the past years back to when cyanogenmod was the least worse to have, and having to turn on a scrambler or go to a random library is not as easy as sitting at home to do the setup.

I will donate $2000 in crypto to GrapheneOS if you implement it now we have SetupWizard2.

Right now, when I flash a device with GrapheneOS or do a factory reset, airplane mode gets disabled.
I think it would be a great privacy & security improvement to have a toggle or something that enabled GrapheneOS right after installation, so the phone never goes online on the cell network. This would also allow people with high-risk threat models to flash a GrapheneOS device at their home instead of a location not linked to them.
