(Feature Request) Equalizer per Device + Equalizer in Settings #3445

Was not sure what to title this issue, so please, feel free to suggest a new name.

A small few changes, but that I'd really appreciate, are having access to the Equalizer in the Settings app (Adding the ability to use it Systemwide), and also being able to toggle the Equalizer per device, not just per app.

This would help a lot, because in my opinion, The Google Pixel 8 speakers sound great with the FX Booster preset enabled, but other audio devices.. Not so much. Whenever I plug in another audio device, I always have to go into the music player's settings, find equalizer, disable it, then when I unplug my audio device, I gotta go back and enable it. It's kind of a hassle, and it would be really nice if this could just be fixed.

I would appreciate this as well. Especially because not every app links the Equalizer baked into the system, so to change to Equalizer when using VLC player I have to open some app like Spotify to access the equalizer which is annoying.
