There's likely no need for it to be configurable. It can simply use placeholder values. It could derive a fake phone number from the app's ANDROID_ID.

Would this deal with country code as well or is that a separate issue?

Edit: nvm, there is an issue about it.

That's a separate issue since it doesn't require the permission.
