Auditor integration in the setup process #5

Auditor should be integrated into the setup wizard in some way so that the user can be prompted to setup their initial pairing via local/remote attestation before completing onboarding.

This should likely only be an option on the first setup, in Owner, and not subsequent setups for secondary users.
