Accessibility footer #479

Add accessibility statement to footer.

Also, some code cleanup and a small CSS tweak to display the whole disclaimer on larger screens.

@mmbayles I still don't have VPN access so I wasn't able to test this fully on my local machine. Before I merge this, would you mind checking out the branch on your machine, and making sure the main index page loads OK? You should see some small style differences, as well as new footer text.

Everything worked for me. I added one change to your branch. I removed the map tiler logo on the main page since we don't use that service anymore. It should be reflected in pull request already.
