Minor substring start end corrections #2

Hi Shane

Thanks for allowing me access to your project, appreciate it!

I have a test station set up using a Waveshare BME280. Initially, the pressure readings on Weather Underground were very low. My investigation lead me to the changes in this pull request which are minor substring start end adjustments and a small calculation change in the WU service file which I'll upload as a separate pull request. I've only live tested the 21 string portion of the conditional.
