Rotate log files #1546

Add support for rotating log files so they don't get exceeding large: https://github.com/Seldaek/monolog/blob/1.x/src/Monolog/Handler/RotatingFileHandler.php

Also need to be able to view all log files from GF's log screen and in the system status.
