Various fixes for the release pipeline.

List of updates:

I previously converted the LICENSE file from UTF-8 format to ISO-8859 format, because the smart quotes looked like little ascii squares in the Windows installer. Now, makensis errors out on it, and I am forced to put the file make into UTF-8 format.
