Make server stop on un-install configurable #27

The current pre-uninstall scripts stop the server before uninstalling the package. Make this configurable via /etc/default/graylog-*//etc/sysconfig/graylog-*.

Shouldn't the server always be stopped when uninstalling (rather than when upgrading)?

Not sure if all package managers differentiate between upgrading and uninstalling/installing.

The upcoming Graylog 2.0 packages should handle this correctly.
