Auto-generate README with tag information (#192) #198

Auto-generate the Readme so the releaser doesn't have to manually update each tag in the README.

This is a backport of #192 to the 4.1 branch.

Just dropping a reminder here for myself. The jenkins.groovy pipeline is still referencing the deleted VERSION and VERSION_FORWARDER_PACKAGE files. This will need to be updated before this is merged.

Now it's throwing errors trying to build the Forwarder image. I will fix this tomorrow.
