update graylog tarball and hash location #77

I cloned the 3.0 branch and was having issues building the Docker image. It seems the location of the graylog release and sha256 hash has changed.

Changing the URL allowed me to properly build the image

thank you for this submission. However that change is not needed as https://packages.graylog2.org/ is the correct and working URL.

I verified that over several weeks, providers and servers now and do not see a reason to change this.
