Add manifests files for releases #15

Dear Sirs,

There are no manifests for the code base at the point it was delivered.

For example currently the 3.0 json is tracking the 3.0.2 development as advised here at https://community.graylog.org/t/graylog-project-version/9877/3

Would it not be a good idea to have a releases directory within the manifests one?

Thanks for bringing this up, and sorry for leaving this open so long. I've added release manifests for the last four major.minor versions, and updated the docs a little.

Putting it into a separate directory is a good idea, but I just left it in the same directory now, as that's how we have it in our internal repo.
