Request to only show license expiration warnings to Graylog administrators #15645

Currently, it seems every user (e.g. one with just the Reader role) sees the warning, resulting in confusion (with accompanying messages to admins) and an unnecessarily cluttered UI.

Only administrator roles should see this notice.

Why?

Confused customers result and cluttered UI.
