Kafka Inputs still default to legacy mode being enabled/checked, remove this? #19693

What?

Kafka inputs still default to using legacy mode. I would guess it is not recommended nor optimal to use legacy mode?

Why?

If this is truly legacy and shouldn't be used except for backwards compatibility, it should be disabled by default.
