Pipeline stages and rule changes are not saved #20927

I think this might be a result of the refactoring in https://github.com/Graylog2/graylog2-server/pull/20818, so this would be a good place to start

Expected Behavior

When adding, editing, and removing pipeline stages these changes should be saved and immediately be visible in the frontend

Current Behavior

When adding, editing, and removing pipeline stages these changes are neither persisted nor visible

Possible Solution

Steps to Reproduce (for bugs)

visit the detail page of any pipeline (/system/pipelines/$PIPELINE_ID)
Click "Edit" next to a stage and add a rule
Click "Add new stage" and add a new stage

replicated on master (smd.dev)

couldn't replicate on 6.1.2
