Translocator: Bounce Sound on Wall Hit #35

Stock UT2004 disk only plays impact sound after it stops moving, in UT3 it has a sound for every impact, this code fixes it so it does that in UT2004 like it does in UT3.

I'm unsure if there are any negative impacts from this
