[Bug] Graphical glitches in Torna: The Golden Country #21

Description of the issue

Cloud layers in the sky flicker in and out of view instead of persisting, especially noticeable in the ending cutscene "Scream", as seen in the Events Theater. There are also issues with white flashes whenever bolts of lightening are supposed to be seen on screen, these white flashes replace the lightning bolts entirely on the RTX 4060 but are rendered correctly on the GTX 1050 Ti. Neither of these issues are visible on the OpenGL backend, only on the Vulkan backend. If you have any experience with Vulkan or the Nintendo Switch graphics api, I would greatly appreciate you taking a look into what is happening.

Reproduction steps

Play the scene "Scream" from the Events Theater, or by defeating the final boss. Observe the way the cloud layer sorting is bugged in the sky, as well as random white flashes where there are supposed to be lightning bolts, on Lovelace GPUs and beyond. Pascal cards still suffer from the cloud layer sorting issue but not the flashes of white flickering. Also tested with different firmware versions, such as 18.1.0 and 19.0.0, which made no difference.
