Support VK_EXT_extended_dynamic_state and VK_EXT_extended_dynamic_state2

Adds support for Many extended dynamic states. This leads to a reduction in number of pipelines created. Plan is to move forward with this in the future. Add support for VK_EXT_extended_dynamic_state3, and dynamic vertex input state should cause an even greater reduction in number of pipelines created.
