Cannot accept amendment after default language is corrected #158

To reproduce:

  1. Set 'default language' to non-submitted language of a proposal
  2. Click "amend proposal" or "modifier proposition"
  3. Default language changes to submitted language and warning is produced of incorrect language
  4. Amendment cannot be submitted, despite correct default language
