Amendments not being scoped within module [minor] #170

To reproduce:

  1. Go to proposal in conference module: https://wedecide.green.ca/conferences/vgm-2023/f/499/proposals/5883
  2. Select "Propose Amendment"
  3. Customized terms scoped to Conference Module do not get used

Workaround: *) Eliminate constraints and apply terms to whole system
