To reproduce:

Go to proposal in conference module: https://wedecide.green.ca/conferences/vgm-2023/f/499/proposals/5883
Select "Propose Amendment"
Customized terms scoped to Conference Module do not get used

Workaround: *) Eliminate constraints and apply terms to whole system
