Have the training course homepage open at the top of the page by default #190

Is your feature request related to a problem? Please describe. Currently, opening links to https://learn.greensoftware.foundation/ take the user to the bottom of the 'Welcome' page where the newsletter sign up form is, rather than opening at the top of the page. Not sure whether this is intended behavior or not, but at current I feel this could be confusing to a new user who needs to scroll up to check they got the right page/link. It may also give the impression that people need to sign up for something in order to read the content, which is not the case.

Additional context We are looking to promote this GSF course internally at our company to help spread the ideas and principals of Green Software, and so are keen to minimise any perceived friction for a new user so as to maximise uptake and completion of the course.

@russelltrow Adding this to Osama's board and he will look into it this week, or as soon as has capacity. Treating as low priority, though.
