Currently the spec talks about what you can't include and struggles to provide an exhaustive list, another approach is to talk about what the SCI will allow which is a much smaller list, just abatement/elimination.
This simplifies the spec considerably and also helps people see it clearly as a strategy to help meet a net zero target.
