@emilyhobson Is there a Windows 10 machine available I can remote into to test this? Or someone I can bother to test a few things? I can try to solve it without, but that would make it a lot easier.
@emilyhobson I got access to a Windows 10 virtual machine and have tested in both IE11:
and Chrome (latest: 49.0.2623.87):
Using the latest build of the site they're both scrolling between sections when the mouse is scrolled up or down. Not sure what was happening for you, but I'm not able to reproduce it. Am I doing something wrong?
@ebrelsford I'm seeing a very strange effect of scrolling w/in each section which doesn't seem like expected behavior. You're looks correct.

Chrome, Version 47.0.2526.106 m, WIN 10; Win Edge The home page doesn't permit up/down scrolling on a PC. You can navigate using the links and the will scroll but the browser-specific scrolling functionality is missing.
