Check for parks where "Link to Park Site" is malformed #660

Checking on a different report, I see that not all park URLs in CPAD are properly formed starting with http:// As a result, their "Link to park site" link is malformed and goes nowhere useful.

This would be a data fix in the CPAD content, and/or a workaround in getSelectedPark() to patch bad URLs.

In one case, the park_url points back to Caliparks and also contains a typographical error.
